Thom, You transposed the last two numbers of the year Congress first convened. It was 1789, not 1798. BTW please read my Substack post on requiring SCOTUS to make decisions consistent with the Preamble of the Constitution or suffer correction by Congress if they fail to do so. It’s a compelling argument.
