The closest parallel may be the Fugitive Slave Act of 1850. Passed as part of a compromise with the South, it basically allowed bounty hunters to drag people of color off the street if they were suspected of escaping bondage. Local citizens were to be fined if they did not help, and federal officials were paid more if they found a person had been enslaved than if they did not.
Naturally there was tremendous resistance in the North, with some states and many local officials refusing to cooperate. Mobs freed some who had been jailed. The law failed, and was a factor in starting the Civil War.
If more people in the federal government had known this history maybe they wouldn't have been so quick to let ICE act as an agent of terror. For the average citizen, complaining about "illegal aliens" is one thing, seeing what happens when the "war" comes home is another.
