I have 3 problems with California's billionaire tax. The first is well-known, that imposing this tax only in California will have "unintended consequences", causing billionaires to flee. I'm not sure that is such a bad thing, they will still have to pay property taxes on their mansions until they sell them, after which those will be paid by the new owner. Income taxes? Hell, billionaires pay very little of those anyway. If they want to relocate their corporate headquarters, they can deal with the stupid people in their new locations. But the tax would still be much better if it were nationwide.
The second objection is that it is too low. These billionaire pseudo-royalty potentates have sucked 60 trillion dollars out of the general economy since the mid 70s to pad their personal bank accounts and portfolios. The amount should be set at a level to recover most of that theft of US resources. Probably about 50%.
The third is that it is one time. It should be permanent. If it were permanent, billionaires would adjust behavior, lower profit margins, pay more to employees, donate more to charities. Economists know that one-time surcharges do not change bahavior.
But I doubt is has a tinker's chance even at a one-time 5%. This is a billionaires' world - a billionaires' President, a billionaires' Congress, and a billionaires' Judiciary. They are the greediest people in world history and are not willing to give one red cent to "others".
The thing with the rich is that their wealth is not liquid, it is tied up in property, stocks and bonds, which they either live off via dividends or coupons or borrow against for their lifestyle and needs, and repay the loans, not out of their own pocket, but with the proceeds of the companies they own.
Just like mergers and acquisitions, they borrow the money, then repay the loan with the proceeds from the company that they bought and usually sell off... you can be a millionaire or billionaire if you know how to use OPM (Other Peoples Money)
Anyway that is why they don't like income taxes, because they don't have the money to pay them., not without dipping into their Cayman Island bank accounts.
