Having involved in this stuff for about 50 years, many homeless people need 1. a social worker and 2 a lawyer before even a physician.
Many are money on the hoof, entitled to benefits they often don't know exists. can't understand and therefore are impediments to their own well being.
It's true there are a lot of drunks and druggies, but statistics show that 20% of the population do not have the capacity to take care of themselves.

I've written about this many times I'ts a question of maturity. Most people, even violent juvenile delinquernts grow out of it.
But a few have an emptional age stuck in puberty.

I took a look at those Pro Publica photos and felt sick. These "ICE" enforcers should be detained, have ICE tattooed on their foreheads, and put inti the GENERAL POPULATION of prisons. We could see how much they enjoy the cruelty that they so readily dish out to other human beings.
I know that is totally against pacifist leanings, but I can't help the feeling after seeing the damage they wrought.
