I am not sure I agree with your proposals re: The Port Office. But there is a correct underlying principle in your remarks, and it is this: There is no friction in the internet system. Transmission to uncounted numbers of recipients does not cost anything. That is how internet communication is running wild and destroying itself. It is analogous to an electrical "short circuit". Bad things happen when there is no resistance, no load, in a system. Chain letters required paper, envelopes and stamps, and significant time to assemble it and monitor. Chain letters always died out because of that load.
I do not have a solution for the social media problem. I saw it coming way back in the day and chose not to use social media at all. Google "Godwin's Law", written in the early days. He saw this mess coming. He was right.
