The fly in the ointment is the 60% in both houses. I know of no rule in the House which requires a 60%, and in the senate 60 votes are needed to override a filibuster, and until Jan 3rd, the Democrats control the Senate, they have 47 Dems and 4 Independents which caucus with the Democrats.
There is no way that they can get 60 votes in the senate.
