Tariffs, have not actually gone away, but with modern instantaneous dollar transfers in the banking world they no longer support the federal budget like they used to. the "incometax" of the 1940ies and 1950ies no longer exists except for those with out a means to avoid it. I propose a simple, change in procedure that will rebuild both tariff and the tax system as it functioned in the 1940ies and 1950ies and to some degree the 1960ies.
All forms of wages, salaries, and wealth distributions must be paid by the local community for which you use as a residence and also for the local community for which they were created. In total or by percentage if multiple. All international transactions producing any form of wealth, money or a medium of exchange must also be assigned to the local community for which they are sold or traded. They then will be paid to those individuals and corporations who profit or loss from them by the local community.
This is also the means for which Individuals, families, coops, small and large businesses and stocks losses and profits will be dispersed using a simple system of the average cost to reside or work in that local community with a percentage spread for communities, villages, towns, counties, states and the United States as the Fed. and Treasury require. This is not as difficult as it seems. All the accounting is currently being done and recorded. The shift puts individuals, communities, farms, small business, stocks, bonds and all mediums of exchanging profit and loss in the front of the dispersal procedure and the accounting in the hands of government. Yes crooks will always figure out ways to avoid paying their fair share. But they will have to start anew. The problems that are endemic to are current systems will also change dramatically and in some cases and smoothly in others. Problems will arise other problems may disperse. What is for sure is the changing forms of technology that effect the growth of democracy will not be stifled by greed and the disappearance of the middle class in a democracy.
