It has been more than obvious to me for some time, at least as far back as the George W. Bush administration, but if you want to bring down agencies within our government rather than making big waves and loud noises by firing all the staff and canceling the agency, you simply put an antagonist in charge of the agency. It can be an antagonist with no qualifications who threw ineptitude and their dislike of the agency they’ve been put in control of will run it into the ground, or you can put someone who is just downright incompetent and destroy the agency from within. It’s pretty obvious to me that that is one of Trump’s primary strategies to neuter our government and ultimately our constitution.

… and if the heads of all these agencies are horrid in every way possible, the employees will just quit without having to be fired, thereby foregoing the usual severance fee.

There is no severance fee in civil service.
