They can inspect packages no matter what they are. If they find materials that are outlawed in those packages it will be looking for the sender. However if the material is shipped as if it were a bomb with all fingerprints removed with gloves used to wrap the package and everything in it and a package simply sent from another location, another city, then the original it would be pretty hard to trace the so called culprit.
It's a shame they couldn't detect the anthrax that was sent to our office after 9/11 or detect pipe bombs that killed United States Circuit Court Judge Robert S. Vance or others.
Customs does not inspect all packages shipped within ConUS, and the USPS doesn't inspect packages at all. I live where there are limited options, even for favorite food stuffs, and receive as many as 20 packages a week, I shop on line for most things.

None of the packages have ever been inspected.
Yes but do the 'scan' all packages letters etc?
Nope. Get preclearance for shipping one thing, then substitute.
