Daniel Solomon can answer this. I tried google and didn't quite understand the answer
"Currently, the minority merely needs to inform the majority of an intent to filibuster a bill and the legislation is set to the side. Restoring the talking filibuster would require the minority to be present and actively hold the Senate floor for the duration of a filibuster.Aug 11, 2021"

Al Franken and Norm Ornstein also want the filibuster to be reversed - instead of 60 votes to pass a bill over a filibuster, they want the process to be that the party calling the filibuster must maintain 41 senators on the floor at all times, or the majority leader can call for an immediate vote for cloture. Also, debate is limited solely to the bill at hand - the first attempt to read "Green Eggs and Ham" into the Federal Record results in a vote for cloture. And I would ban the hold and the blue slip to bring the Senate into the 21st century.....
Thanks Bruce. What gripes me now is that the Democrats have taken the 60 votes to mean cloture as a standard rule for passing legislation. If it doesn't have 60 votes they won't even try.
All it takes is 51 votes, with Kamala being 51, and they won't even try, and corporate media doesn't call them out.
This is why I am an independent and not a Democrat - if they cannot show leadership and some sign of political life, I cannot support the party, even if I support what they want to do. Politically and socially I am with Bernie and AOC on most things, with side trips to the altars to Ed Markey for the environment and Sheldon Whitehouse for fighting government corruption.
I am the same Bruce, But there is one thing that forces me to vote Democratic, without caveats and attempts to blackmail the DNC, and that is the white, Christian, nationalists who are the base of the RNC, Trump and his MAGAts.
I stopped voting in 1964, and didn't vote again until Trump came down the golden elevator.
I find myself forced to vote against, not for. I quit voting because what I saw in our two party system was Humpty and Dumpty, two sides of the same coin, and when it comes to billionaires, the 10% and climate.. all I still see is Humpty and Dumpty, yet I hold my nose and vote Democrat because the alternative is unthinkable.
It did not at all help that the Democrats bought into the neoliberal supply-side economics thing - hell, Bill Clinton signed the law that repealed the Glass-Steagall Act, which had protected us from the worst excesses of the bankers for 70+ years. 10 years later, we had the great 2008 crash and recession because of said worst practices in banking..... I will say though that Smokin' Joe Biden is trying to resurrect the New Deal as best he can with a hostile "other party" and a "do-nothing" House.....
I agree ban the holds, cut out that stupid one person objection rule that Tuberville used and forget the 41 opponents on the floor at all times. Ban that damned filibuster. It promotes the tyranny of the majority. This is not the 1700's.
Oh, I agree the world would be a better place without the filibuster entirely - it is not constitutional and functions to empower the tyranny of the minority - but the Senate loves its toys and probably would not vote to ban the filibuster entirely. Since so many senators are "getting up there" in age, it would be fun to see how well they could keep them on the floor all through the night to guard their obstruction. The real irony is that if the Republicans were in charge and the Democrats threw up a filibuster, the 'Repubs would kill that thing deader than Kelsey's nuts in a flash - you's never even see the shot.....

I have been buying nose clamps by the gross recently.....sad.
Oops! Tyranny of the minority. Damned auto correct.
